a basis of calculation in assessing the bonus, and in order
that those who had had no such privilege might obtain an
enhanced recognition over those who had been allowed to
take leave. The nature of the work on the Railway has been
very arduous, there has been a great deal of sickness, and
the period over which construction has extended has been
much longer than was originally anticipated. From the
point of view of Government interests it was advisable to
retain the services of men who had experience of local
conditions, and of dealing with Chinese. Engineers and
others employed on Railway Construction are accustomed,
whether engaged by Governments or by Contractors, to many
privileges, and usually expect a bonus, and in these
circumstances after careful consideration and on the advice
of the Chief Resident Engineer I decided to grant what
appeared necessary to retain their willing and contented
services. In order to discriminate between those who had
been allowed to go on leave, and also as between those
who had served a longer or a shorter period I adopted the
amount of pay which would have been received during a
given period of leave in each year as a basis of calcula-
-tion.
